Local governments are prohibited from adopting or enforcing ordinances that require private employers to pay wages higher than the state minimum wage rate.

Local governments cannot mandate that employers provide paid or unpaid leave time to employees.

Local governments are barred from regulating employee work hours or scheduling, though they may still limit business operating hours.

Local governments cannot require employers to provide specific employee benefits or terms of employment.

Exception allows local governments to impose wage, hour, and benefit requirements on employers providing goods or services to the local government, or receiving local government funding, when such requirements are express conditions of the contract or funding.

Effective date is January 1, 2024, for newly enacted ordinances, policies, and resolutions.
