Appropriates $3,078,000 from bond proceeds fund to the Public Facilities Authority for a grant to Spring Park for municipal infrastructure improvements along Sunset Drive from Shoreline Drive to Shadywood Road.

Funded improvements include water and sewer infrastructure upgrades or replacement, street reconstruction, utility work, and multiuse trail construction.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,078,000 to provide the appropriated funds.

Becomes effective the day following final enactment.
