City of Shakopee may issue social district licenses to on-sale licensees whose premises are contiguous with a designated social district, authorizing consumption of alcoholic beverages sold by that licensee within the district.

City must designate the social district boundaries, consumption hours and days by ordinance, and cannot include areas where property owners object to the extension.

District boundaries must be clearly marked with signs displaying the local law enforcement agency contact information and requirements that beverages must be consumed only in the district and disposed of before exiting unless reentering the original licensed premises.

Alcoholic beverages sold for consumption in the social district must be in non-glass containers not exceeding 16 fluid ounces, clearly identifying the selling licensee and displaying a unique social district logo plus "Drink Responsibly - Be 21." in at least 12-point font.

City must establish and publish management and maintenance plans on its website to ensure the social district is maintained for public health and safety; possession and consumption are limited to beverages purchased from licensed establishments within or contiguous to the district during designated hours.
