• Prohibits drug manufacturers from restricting, prohibiting, or interfering with delivery of covered outpatient drugs to pharmacies under contract with 340B covered entities, unless delivery is prohibited under the federal 340B Drug Pricing Program.

• Defines "manufacturer" according to section 151.01, subdivision 14a; "340B covered entity" according to section 340B(a)(4) of the Public Health Service Act; and "covered outpatient drug" according to section 1927(k) of the Social Security Act.

• Adds manufacturer violation of section 62J.96 as grounds for disciplinary action by the state pharmacy board, alongside existing violations of sections 62J.842 and 62J.845.

• Amends Minnesota Statutes 2023 Supplement, section 151.071, subdivision 2 to establish enforcement mechanisms for the new prohibition.
