Establishes a small donor contribution match program where candidates for state constitutional office or legislature receive state matching funds of 8x for in-district contributions and 2x for out-of-district contributions, capped at $75 per contributor with a $225 annual limit per donor.

Replaces the existing campaign public subsidy program with the new small donor match program, requiring candidates to sign a spending limit agreement and meet minimum contribution thresholds to participate.

Increases campaign expenditure limits for participating candidates across all statewide and legislative offices, including $10,000,000 for governor/lieutenant governor, $3,000,000 for attorney general/secretary of state, and $300,000 for state senator.

Provides $2,432,000 per general election from the general fund to the state elections campaign account and distributes matching funds quarterly to qualifying candidates until all funds are exhausted.

Repeals existing sections of the campaign finance law related to the prior public subsidy program including allocations, party account distributions, and special election subsidies.
