Adds the Board on Aging to the list of state agencies required to consult with Minnesota Tribal governments under Minnesota Statutes section 10.65, subdivision 2.

Defines "consultation" as a proactive, affirmative process requiring agencies to directly engage with appropriate Tribal governments and formally meet with their governing bodies on matters with Tribal implications.

Places the burden on agencies to demonstrate good faith efforts in eliciting feedback from Tribal governments, and requires consultation results to be included in the agency's decision-making process.

Identifies 10 federally recognized Indian Tribes located in Minnesota subject to consultation requirements: Bois Forte Band, Fond Du Lac Band, Grand Portage Band, Leech Lake Band, Mille Lacs Band, White Earth Band, Red Lake Nation, Lower Sioux Indian Community, Prairie Island Indian Community, Shakopee Mdewakanton Sioux Community, and Upper Sioux Community.

Takes effect August 1, 2024.
