Establishes a grant program administered by the Minnesota Department of Health to provide funding to women's pregnancy centers and maternity homes for housing, services, and assistance supporting pregnant women and new mothers.

Limits eligibility to nonprofit organizations that provide free or reduced-cost services and prohibits grant recipients from encouraging abortion, providing abortion services, or directly referring women to abortion providers.

Requires grant recipients to maintain privacy protections for client information and comply with medical privacy requirements under Minnesota Statutes sections 144.291 to 144.298 for medical services provided.

Reduces the general fund appropriation for sexual and reproductive health services grants by $4,500,000 in fiscal year 2025 and reduces the base by $4,500,000 each in fiscal years 2026 and 2027.

Appropriates $4,500,000 in fiscal year 2025 to the Department of Health for the new grant program, with $3,000,000 for women's pregnancy centers and $1,500,000 for maternity homes, plus administrative costs.
