Permits motorcycles to operate between parallel lanes or pass vehicles within the same traffic lane if the motorcycle does not exceed 40 miles per hour and operates at no more than 15 miles per hour over the speed of traffic.

Makes it a petty misdemeanor for motor vehicle operators to intentionally impede or prevent motorcycles from lane-splitting operations as permitted under the bill.

Exempts police officers in the performance of official duties from lane-splitting restrictions.

Requires the Commissioner of Public Safety to implement a statewide public education campaign alerting drivers and the public on safe motorcycle lane-splitting practices consistent with the new law.

Appropriates funds from the general fund to the Commissioner of Public Safety in fiscal year 2025 for the public education campaign, effective July 1, 2024, with the lane-splitting rules effective July 1, 2025.
