Allows local units of government that have adopted ordinances under Minnesota Statutes section 115.55 for subsurface sewage treatment systems to collect unpaid service charges as special assessments.

Expands the definition of "municipality" to include cities, townships, and counties that have adopted compliant ordinances regarding subsurface sewage treatment systems for purposes of special assessment collection.

Permits collection of unpaid charges for three specific purposes: abatement of noncompliant subsurface sewage systems, installation of compliant subsurface sewage treatment systems, and connections to sanitary sewers.

Effective for special assessments payable in 2024 and thereafter.

Amends Minnesota Statutes sections 115.55, 429.011, and 429.101 to implement these provisions.
