Creates a tax credit for individual taxpayers covering 50 percent of the cost to remove trees infested by emerald ash borer and required by state law or municipal ordinance to be treated or removed.

Limits total credit to $1,000 per taxpayer and prevents the credit from exceeding the taxpayer's total tax liability under Minnesota income tax law.

Requires nonresident and part-year resident taxpayers to allocate the credit using the percentage calculated in Minnesota Statutes section 290.06, subdivision 2c, paragraph (e).

Effective for taxable years beginning after December 31, 2023.
