Voids and makes unenforceable any deed restriction, subdivision regulation, restrictive covenant, local ordinance, contract, rental agreement, or homeowners association document that limits the right of residential property owners or tenants to display any flag of the United States or State of Minnesota.

Applies to homeowners association documents including declarations, articles of incorporation, bylaws, and rules of both common interest communities and residential communities that are not common interest communities.

Permits limitations narrowly tailored to protect health or safety or to prevent incitement of violence or unlawful activity.

Allows restrictions on flag size to customarily used residential sizes, placement to areas of exclusive use, and illumination of the flag.

Permits requirements that flags be displayed legally under Minnesota law, kept in good condition without alteration or defacement, and not affixed permanently in ways that cause more than inconsequential damage to others' property, with liable parties responsible for repair costs.
