Establishes a Teacher and Paraprofessional Compensation Working Group consisting of 13 licensed teachers, 6 paraprofessionals, 2 superintendents, and 1 member with school budgeting expertise, with members representing both seven-county metropolitan and rural areas.

Working group must advise the legislature on strategies and recommendations to provide competitive compensation to teachers and paraprofessionals in Minnesota elementary, middle, and secondary schools.

Working group must submit a report with proposed strategies, recommendations, and draft legislation to legislative committees with jurisdiction over pre-K through grade 12 education finance and policy by February 14, 2025.

Initial meeting must convene no later than August 1, 2024, with members eligible for per diem compensation; the working group expires February 14, 2025, or upon report submission, whichever is earlier.

Appropriates funds in fiscal year 2025 from the general fund to the commissioner of education and the Professional Educator Licensing and Standards Board for administrative expenses (specific amounts not yet filled in).
