Requires the commissioner of natural resources to ensure commercial minnow trappers, leech trappers, fur trappers, and loggers have unimpeded access to state forest roads.

Mandates that the commissioner or any state agency must issue a permit to any person seeking access to forest roads for these commercial purposes if a permit is required.

Amends Minnesota Statutes 2022, section 89.002, subdivision 3, regarding forest road policy.

Applies to state forest land and other forest land under the commissioner's authority.
