Authorizes minnow dealers, minnow retailers, and private fish hatchery license holders to import live minnows from other states without a permit when unable to procure adequate supply from in-state sources.

Defines inability to procure adequate bait supply as having an inadequate supply to meet demand for at least one day.

Requires importers to notify the commissioner within 48 hours of importing minnows under this provision, using the method prescribed by the commissioner.

Allows the commissioner to inspect imported minnows and related documents to determine quantity, source, species, and health without requiring a permit.

Exempts minnows imported under this provision from Section 97C.341 requirements.
