Authorizes the Department of Public Safety Driver and Vehicle Services Division (DVS) to develop and issue electronic driver's licenses, learner's permits, and Minnesota identification cards that comply with AAMVA standards and ISO/IEC 18013-5 technical standards.

Permits DVS to contract with entities to develop the electronic credential system and requires DVS to adopt rules governing the system's management, operation, and issuance of electronic credentials.

Requires electronic credentials to expire according to the same schedules as physical credentials under section 171.27 and allows DVS to charge an additional fee beyond standard credential fees.

Establishes privacy and verification requirements including mandatory authentication using secure encrypted communication, consent-based data retention by relying parties, and prohibition of unauthorized tracking or compilation of credential usage information.

Mandates that credential holders retain physical credentials in immediate possession while operating motor vehicles and prohibits law enforcement from seizing the device containing an electronic credential, though physical credentials must be provided upon request.
