$6,000,000 from the workforce development fund is appropriated to the Commissioner of Employment and Economic Development in fiscal year 2025 to contract with a child care business management solutions vendor.

The vendor must provide comprehensive tools including marketing, website creation, enrollment support, automated billing, attendance tracking, tax documentation, family communication, and revenue and expense tracking.

The vendor must offer technical assistance to child care providers, data dashboards for state and regional program monitoring, a Learning Management Solution for licensing guidance, integration with state databases, and language access services.

Services must be provided free of charge to child care businesses, with the commissioner developing an application process and distributing product licenses to applicants.

When evaluating comparable proposals, the commissioner must prioritize businesses providing family child care.
