Authorizes the City of Brooklyn Park to establish a biotech innovation district with a development plan prepared by the Brooklyn Park Economic Development Authority, requiring public notice and findings that the plan promotes biotech development and private enterprise.

Grants the city port authority powers to implement the development plan, including authority to issue general obligation or revenue bonds without voter approval and to finance public infrastructure projects for the district.

Requires the city and authority to submit annual reports to legislative committees beginning in 2025 detailing development plan progress, project costs, financing sources, and debt service schedules.

Appropriates $10,000,000 from the housing infrastructure program for Brooklyn Park projects and authorizes state bond sales of $12,000,000 for water infrastructure (tower and water main crossings under Highways 610 and 169).

Provides $500,000 for workforce development with MetroNorth and North Metro Manufacturers Consortium, $3,000,000 for workforce development programming, $1,000,000 for a small business center, and $1,000,000 from the Minnesota investment fund for the biotech innovation district through June 30, 2035.
