Requires the commissioner to submit draft measurements to the commissioner of management and budget and consult on those measurements before issuing any economic or workforce development grant of $500,000 or more or implementing any new grant program.

Mandates consultation be completed within 30 days of request, with agreed-upon measurements incorporated into grant applications, requests for proposals, and contracts.

Requires separate legislative reports on grants of $500,000 or more that include a summary of how grant funds were used and incorporate measurements agreed upon during consultation.

Mandates annual interim reports on grant progress, including unspent funds, for grants lasting longer than one year, with a final report submitted to the legislature within 90 days of grant expiration.

Makes grantees agree to provide the commissioner any information needed to complete required reports as a condition of receiving a grant.
