Extends the five-year requirement for activities in Tax Increment Financing District No. 31 administered by the city of Moorhead to ten years from the date of certification.

Extends the requirements for use of increment after expiration of the five-year period to the 11th year for Tax Increment Financing District No. 31.

Becomes effective the day after the governing body of the city of Moorhead and its chief clerical officer comply with Minnesota Statutes, section 645.021, subdivisions 2 and 3.
