Establishes special license plates for solar pollinator programs available to registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational motor vehicles.

Requires applicants to pay standard special plate fees, registration tax, and contribute a minimum of $60 annually to the special pollinator program account, with option for additional contributions.

Plate design must be adopted by the commissioner in consultation with the Board of Water and Soil Resources, the commissioner of agriculture, and interested groups.

Allows transfer of plates to another qualifying vehicle registered to the same individual for a $5 transfer fee.

Directs collected contributions to a special pollinator program account in the special revenue fund, with 65 percent distributed to the Board of Water and Soil Resources for habitat-friendly solar programs and 35 percent to the commissioner of agriculture for solar site operator education and certification.

Takes effect January 1, 2025.
