• Establishes a 23-member Legislative Task Force on Guardianship with members appointed by the House speaker and minority leader, Senate majority and minority leaders, the Chief Justice, the Minnesota Council on Disability, Department of Human Services, and various disability advocacy organizations and state agencies.

• Task force chair is designated by the Minnesota Council on Disability member; first meeting must occur by September 1, 2025, with quarterly meetings thereafter, and the Minnesota Council on Disability provides administrative and research support.

• Task force must make recommendations addressing guardianship concerns and gaps, including guardian compensation and certification, standards of practice, less restrictive alternatives, supported decision making expansion, and civil rights preservation.

• Task force must seek public input through hearings and submit a report to legislative committee chairs by January 15, 2027, with draft legislation implementing recommended policies; task force expires January 16, 2027, whichever is earlier.

• Appropriates an unspecified amount from the general fund in fiscal year 2025 to the Minnesota Council on Disability to administer the task force, available until June 30, 2027.
