School districts, charter schools, and cooperative units may transfer unencumbered operating funds between accounts for fiscal years 2025, 2026, and 2027 without increasing state aid obligations or property tax authority.

School boards must adopt written resolutions for each fund transfer specifying the purpose and amount, then post the resolution on their website and notify the commissioner electronically.

School districts and charter schools may adopt resolutions to not comply with state laws or rules enacted, adopted, or amended after February 12, 2024, or under Laws 2023, chapters 54 or 55, for school years 2024-2025 through 2026-2027.

School boards that formally resolve not to comply with state laws or rules must post a record of each decision on their website and provide electronic notice to the commissioner.
