Commissioner of human services shall provide a grant to Otter Tail county to conduct a pilot project providing engagement services under Minnesota Statutes, section 253B.041

Grantee must develop a system to respond to engagement service requests, provide assertive voluntary treatment engagement for at least 90 days, engage support systems with suicide prevention education, and collaborate to meet immediate needs including housing, food, income assistance, disability verification, medication management, and medical treatment

Grantee must conduct outreach to families and providers and evaluate the impact of services on decreasing civil commitments, increasing treatment engagement, and decreasing police involvement with individuals with serious mental illness

Engagement services staff must complete training on person-centered care and may include mobile crisis providers, certified peer specialists, community-based treatment program staff, and homeless outreach workers

$250,000 is appropriated from the general fund in fiscal year 2025, available until June 30, 2027, with a portion transferred to the commissioner of management and budget to conduct an experimental or quasi-experimental evaluation of the pilot project
