Appropriates $35,100,000 for fiscal years 2024 and 2025 for Head Start programs under Minnesota Statutes section 119A.52, with up to two percent available for administration.

Any unspent Head Start appropriation balance from the first year carries forward to the second year rather than being cancelled.

Appropriates $250,000 for fiscal years 2024 and 2025 for competitive grants to Minnesota postsecondary institutions to improve early childhood education programs using Minnesota knowledge and competency frameworks.

Requires the commissioner to submit annual reports by December 1, 2024 and 2025 detailing grant applications received, evaluation criteria, awards made, proposed curriculum reforms, outcomes, and other performance indicators.

Limits administrative costs for the curriculum grant program to no more than three percent of the appropriation, designates it as a onetime appropriation, and allows first-year balance to carry forward to the second year.
