• Increases the contractor recovery fund payment threshold from $75,000 to $100,000 per licensee, effective July 1, 2024.

• Incorporates the most recent Unified Rules of Mixed Martial Arts, Boxing, Kickboxing, and Muay Thai by reference, with Minnesota law governing in case of conflict; allows promoters to use alternative kickboxing rules with commissioner approval.

• Exempts martial arts and amateur boxing contests regulated by nationally recognized organizations from state licensing requirements, and exempts youth combative sports (under age 18) regulated by widely recognized youth organizations or local governments from licensing requirements.

• Adds medical records sharing provision allowing the commissioner to provide combatant medical information to prebout and ringside physicians to protect combatant health.

• Expands civil penalty authority to include violations of martial arts and youth competition exemption rules, with penalties up to $10,000 per violation or amount equal to economic advantage gained.
