Establishes a competitive grant program administered by the Pollution Control Agency commissioner to fund pilot composting projects in multifamily buildings (4+ dwelling units) in areas lacking curbside compost collection.

Eligible applicants include political subdivisions, multifamily building owners, and 501(c)(3) tax-exempt organizations.

Each grant must include an educational component on composting methods and benefits.

Appropriates $5,000,000 in fiscal year 2025 as a onetime appropriation available until June 30, 2027.

Requires commissioner to submit report to legislature by October 1, 2027, or three months after funds are exhausted, including list of grantees, grant amounts, activities undertaken, and composting results achieved.
