Establishes an annual aid program providing $22,000,000 from the general fund to soil and water conservation districts certified by the Board of Water and Soil Resources.

Distributes aid using a three-part formula: 70 percent equally among all districts, 20 percent proportionally based on nonpublic land in each district, and 10 percent proportionally based on district population using latest Census data.

Requires districts to use proceeds to implement chapter 103C duties and establish annual usage guidelines posted on their websites, with flexibility to appropriate payments to cooperating governmental units.

Mandates the Board of Water and Soil Resources certify eligible districts and payment amounts to the commissioner of revenue by June 1 each year, with distributions made following the same schedule as other state aid payments.

Effective beginning with aids payable in 2023; includes procedures for correcting clerical errors in aid calculations with corrected amounts distributed from the general fund without reducing other districts' payments.
