Appropriates $12,000,000 in bond proceeds to the commissioner of administration for predesign, design, construction, furnishing, and equipping of improvements to the upper mall of the Minnesota State Capitol consistent with the Capitol Mall Design Framework update.

Improvements include Americans with Disabilities Act (ADA) compliance, security, and landscaping enhancements, with funds fully encumbered by December 31, 2026.

Authorizes the commissioner of management and budget to sell and issue up to $12,000,000 in state bonds to fund the appropriation.

Requires at least $12,000,000 in nonstate funds (private sources) to be secured before state funds can be expended, with private funds prioritized first for improvements to Cass Gilbert Memorial Park including bus parking, visitor accommodations, and a playground.

Appropriates $1,000,000 from the general fund in fiscal year 2025 to the commissioner of employment and economic development for a grant supporting promotion and fundraising efforts toward the Capitol Mall improvements.
