Commissioner of human services shall award emergency relief grants to financially distressed organizations providing early intensive developmental and behavioral intervention services in rural communities outside metropolitan counties and the cities of Duluth, Mankato, Moorhead, Rochester, and St. Cloud.

Eligible applicants must demonstrate that their net income is insufficient to cover operating expenses, they are at risk of closure, and emergency operating revenue is necessary to preserve service access in their rural community.

Grant applications must request only the minimal funding amount sufficient to preserve early intensive developmental and behavioral intervention services within the applicant's rural community.

Commissioner shall conduct community engagement and provide technical assistance to mitigate barriers in accessing grant money and must evaluate all applications on a competitive basis with final decisions not subject to appeal.

One-time appropriation from the general fund for fiscal year 2025 is made available to the commissioner for these emergency relief grants, with funds available until June 30, 2027.
