Appropriates $1,000,000 from the general fund in fiscal year 2024 to the commissioner of public safety for traffic safety public education programs.

Requires education programs to address dangers of illegally passing on roadway shoulders, including messages on electronic billboards, outreach at public schools, and media advertisements.

Permits use of appropriation funds for additional State Patrol enforcement in high accident areas.

Designates appropriation as one-time only, available until June 30, 2026.

Effective the day following final enactment.
