S.F. No. 5272 - Reproductive Health Equity Grant Fund

• Establishes the reproductive health equity grant fund to ensure access to abortion care in Minnesota through grants to abortion providers, government entities, and nonprofit organizations.

• Authorizes the commissioner of health to award grants beginning no later than January 1, 2025, for purposes including expanding provider capacity, funding uncompensated care, securing facility infrastructure, and providing staff training in trauma-informed care.

• Grant awards must consider local need for abortion services, applicant ability to advance health equity, and relative need of applicants, with decisions made within 30 days of completed applications.

• Prohibits the department from requiring abortion providers or nonprofit organizations receiving grant funds to divulge patient names, addresses, identifying information, or other personal data, and requires confidentiality in accordance with state and federal law.

• Appropriates $30,000,000 in fiscal year 2025 from the general fund to the commissioner of health for the grant program, with up to 1% of funds available for program administration.
