Appropriates $649,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the city of McKinley for water, sewer, and street infrastructure construction.

Funds water main and hydrant replacement, public service lines, sanitary sewer lines, sanitary manholes, concrete pipe sewers, stormwater manholes, and bituminous roadway replacement.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $649,000 to provide the appropriated funds.

Bond sale and issuance shall follow Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
