Modifies early learning scholarship eligibility to require children be at least three but not yet five years of age on September 1 of the current school year, expanding from the previous "at least three" requirement.

Extends child care stabilization base grant awards through June 30, 2023, with amounts for April through June 2023 increased to at least the September 2021 award levels.

Appropriates $12,250,000 in fiscal year 2023 from the general fund to the Commissioner of Human Services to increase child care stabilization base grant amounts for April through June 2023.

Appropriates $40,000,000 in fiscal year 2023 from the general fund to the Department of Education for early learning scholarships under Minnesota Statutes section 124D.165.

Both appropriations are one-time only and effective the day following final enactment.
