Appropriates $5,500,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for design, right-of-way acquisition, engineering, and construction of a replacement bridge on Trunk Highway 109 over Interstate Highway 90 near Alden in Freeborn County.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,500,000 in accordance with Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution, article XIV, section 11.

Requires bond proceeds (excluding accrued interest and any premium) to be deposited in the bond proceeds account in the trunk highway fund.

Becomes effective the day following final enactment.
