Appropriates $4,100,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for design, right-of-way acquisition, engineering, and construction of a bridge replacement on County State-Aid Highway 13 over Interstate Highway 90 in Mower County.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,100,000 according to Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Requires bond proceeds (except accrued interest and premiums) to be deposited in the bond proceeds account in the trunk highway fund.

Becomes effective the day following final enactment.
