School districts, charter schools, and cooperative units may transfer unencumbered operating funds between accounts for fiscal years 2025, 2026, and 2027 without increasing state aid obligations or property tax authority.

School boards must adopt a written resolution specifying the purpose and amount of any fund transfer, post it on their website, and notify the commissioner electronically.

School districts and charter schools may adopt a resolution to not comply with state laws or rules enacted, adopted, or amended after February 12, 2024, or under Laws 2023, chapters 54 or 55, for school years 2024-2025, 2025-2026, and 2026-2027.

School boards that formally resolve not to comply with a state law or rule must post the decision on their website and transmit an electronic notice to the commissioner.
