Allows school districts, charter schools, and cooperative units to transfer unencumbered operating funds between accounts for fiscal years 2025, 2026, and 2027 without increasing state aid obligations or property tax authority.

Requires school boards to adopt written resolutions specifying the purpose and amount of any fund transfers, post the resolutions on their websites, and notify the commissioner electronically.

Permits school districts and charter schools to adopt resolutions declining to comply with state laws or rules enacted, adopted, or amended after February 12, 2024, or under Laws 2023, chapters 54 or 55 for school years 2024-2025 through 2026-2027.

Requires school boards voting not to comply with state mandates to post records of non-compliance decisions on their websites and provide electronic notice to the commissioner.
