Reduces barber school education requirement from 1,500 hours to 1,200 hours (281 classroom hours and 919 practical hours) for initial registration and applicant qualifications.

Increases examination frequency from six to eight times annually and allows board-approved examination providers to conduct portions of the comprehensive exam.

Adds new definitions for "straight razor" and "waxing" (excluding waxing from barbering practice); clarifies that waxing is not considered barbering.

Establishes application review process for barber school establishment requiring demonstration of financial resources sufficient to operate the school and graduate all registered students.

Adds new reciprocity provision allowing cosmetologists with active licenses to receive credit for up to 800 hours toward the 1,200-hour barber education requirement if their training is substantially similar.
