Authorizes the city of Stewart to receive its withheld 2023 local government aid payment under Minnesota Statutes section 477A.013, notwithstanding the penalty provisions of section 477A.017, subdivision 3

Requires the state auditor to certify to the commissioner of revenue that the city submitted its annual financial reporting form for 2022 by June 1, 2024, as a condition for receiving the aid

Directs the commissioner of revenue to pay $87,501.50 to the city of Stewart by June 30, 2024

Takes effect the day following final enactment
