• Appropriates $396,000 in fiscal year 2023 and $19,604,000 in fiscal year 2024 for competitive grants to research amyotrophic lateral sclerosis (ALS), with up to $15,000,000 available for the ALS Association and similar organizations to administer grants.

• Increases Fostering Independence Higher Education Grants from $4,247,000 to $9,456,000 in fiscal year 2025 for eligible students.

• Reduces North Star Promise transfer from the general fund from $117,226,000 to $112,186,000 in fiscal year 2025.

• Prohibits postsecondary institutions from considering criminal records during the admission application process, except after an offer is made they may inquire about violent felonies or sexual assaults from the previous five years.

• Provides that postsecondary education enrollment and participation satisfies employment requirements for persons on postprison supervised release and repeals restrictions on paying for higher education programs for inmates convicted of first- or second-degree murder.
