Requires publicly funded sports facilities with 10,000+ seating capacity to accept cash payment for all goods and services including admission, parking, concessions, and merchandise.

Defines "publicly funded sports facility" as any sports facility receiving financial support from state, county, or city, including preferential tax treatment, appropriations, grants, or loans for construction, maintenance, improvement, or operation.

Defines "preferential tax treatment" to include property tax exemptions, abatements, credits, tax increment financing districts, and sales tax exemptions for construction materials, vendors, or attendees.

Authorizes the Minnesota attorney general to bring enforcement actions against any person or entity that violates the cash payment requirement.

Effective date is July 1, 2024.
