Appropriates $4,894,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Wabasha to predesign, design, engineer, and construct local roads portions of the Trunk Highway 60 realignment, including pedestrian safety improvements and workforce housing development.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,894,000 to fund the local infrastructure appropriation.

Appropriates $1,731,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for predesigning, designing, engineering, and constructing the Trunk Highway 60 realignment in Wabasha.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,731,000 for the trunk highway fund portion, with proceeds deposited in the bond proceeds account in the trunk highway fund.

Both sections become effective the day following final enactment.
