Appropriates $7,700,000 from bond proceeds fund to the commissioner of transportation for a grant to the city of Karlstad for Phase 3 engineering and construction of a primary airport runway and supporting facilities.

Funding covers runway paving and lighting, taxiway paving and lighting, paved parking apron, utilities, aviation fueling system, navigational aids, access drive and parking, and other facilities required for Department of Transportation Aeronautics airport licensure.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,700,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Appropriation is in addition to Phase 1 funding from Laws 2021, First Special Session chapter 5, article 1, section 2, subdivision 2, and Phase 2 funding from Laws 2023, chapter 71, article 1, section 10, subdivision 11.

Takes effect the day following final enactment.
