Prohibits testing of new reimbursement processes without written stipulation from Association of Minnesota Counties and Minnesota Association of County Social Service Administrators confirming Social Services Information System (SSIS) upgrades, data availability, and staff training plans are adequate.

Mandates at least one calendar year testing period where the preexisting monthly targeted case management claiming process continues alongside new processes.

Prohibits full implementation without written stipulation confirming managed care organizations and county purchasing plans use same billing units, reimburse at comparable rates to fee-for-service, and agree implementation is feasible.

Appropriates unspecified amounts in fiscal year 2025 to upgrade SSIS case management time reporting functionality to assist case managers, improve system performance, and support increased time reporting intensity requirements.
