Allows the commissioner of employment and economic development to transfer up to $5,000,000 annually between three broadband programs (border-to-border, low density population, and broadband line extension) to meet demand.

Requires the commissioner to prepare and submit an application to the United States Department of Commerce for State Digital Equity Capacity Grant Funding under the Infrastructure Investment and Jobs Act (Public Law 117-58).

Appropriates any federal grant funding awarded to Minnesota to the commissioner for use in the Minnesota Digital Opportunity Plan.

The transfer authority takes effect the day following final enactment.
