Appropriates $6,000,000 from the general fund in fiscal year 2025 to the commissioner of employment and economic development for a grant to a business providing outpatient substance abuse and mental health treatment targeting the East African community.

Grant recipients must operate in buildings constructed on or before January 1, 1926, located in Minneapolis, with funds usable for site acquisition, relocation, design, infrastructure, site preparation, engineering, and property improvements for withdrawal management facility use.

Applicant businesses must have been substance use disorder providers on or before November 1, 2018, and certified to provide at least one mental health service on or before March 1, 2018.

Grant recipients must currently hold a conditional use permit for withdrawal management services from the city of Minneapolis prior to August 1, 2023.
