Enacts the Agreement Among the States to Elect the President by National Popular Vote into Minnesota law, allowing Minnesota to join other states in the interstate compact.

Agreement takes effect when states possessing a majority of electoral votes (270) have enacted it in substantially the same form.

Under the agreement, each member state's presidential electors are appointed based on the national popular vote winner rather than that state's individual results.

In case of a tie for national popular vote winner, the presidential slate receiving the most votes within each state's own borders determines elector appointments.

Amends Minnesota Statutes section 208.05 to require the State Canvassing Board to declare elected the presidential elector candidates identified under the agreement when it governs, and establishes that agreement provisions take precedence over conflicting state law.
