Establishes the Center for Nursing Equity and Excellence within the University of Minnesota in collaboration with Minnesota State Colleges and Universities to address nursing workforce needs, health equity, recruitment, retention, and utilization of nursing resources.

Requires the center to develop a strategic statewide plan for nursing workforce supply through biennial data-driven gap analysis, establish databases on nursing supply and demand, and develop recommendations for increasing nurse faculty and clinical preceptors.

Directs the center to pilot innovative projects for recruitment and retention of qualified nurse faculty, develop distance learning infrastructure for faculty development, and promote nursing excellence programs and positive media efforts for the profession.

Requires the Board of Nursing to include voluntary contribution requests on initial and renewal applications to fund the center, with revenues transferred to the University of Minnesota for center operations.

Appropriates $250,000 from the general fund in fiscal year 2025 to the University of Minnesota Board of Regents to establish and operate the center, with annual reporting required by January 15 beginning in 2025.
