Authorizes the state commissioner to sell and issue appropriation bonds up to $25,500,000 (net of issuance costs) for a secured perimeter at the Minnesota Vikings stadium in Minneapolis.

Defines "secured perimeter" as physical improvements including anti-climb fencing, gates, bollards, crash barriers, utilities, sensors, surveillance equipment, metal detectors, and related monitoring equipment.

Bonds may have terms up to 21 years and bear fixed or variable interest rates, with proceeds credited to a special secured perimeter appropriation bond proceeds fund in the state treasury.

Appropriates bond proceeds to the Minnesota Sports Facilities Authority as a grant for the secured perimeter project and to the commissioner for debt service and related costs.

Establishes annual general fund appropriations for principal and interest payments on bonds from fiscal year 2025 through fiscal year 2046, with no full faith and credit pledge of the state.
