• Amends Minnesota wage payment law to explicitly require employers to pay all wages including raises (statutory or contractual) that are effective during the pay period at least once every 31 days.

• Establishes that wage payment includes salary, earnings, gratuities, and commissions on regular paydays designated in advance by the employer.

• Expands the definition of "wage theft" in criminal statute to explicitly include failure to pay raises either statutory or contractual that are effective during the pay period.

• Clarifies that employees have a substantive right to payment of wages including raises in addition to the right to be paid at certain times.

• Effective date is the day following final enactment for Section 2 amendments to theft statute; Section 1 amendments are effective immediately upon passage.
